With reference to the attached correspondence, I have to report that First Class District Inspector E. M. P. Wynne, having carefully considered the offer which was made to him of temporary employment in Hong Kong was reluctantly compelled to decline the offer owing to family considerations.

The Inspector General selected First Class District Inspector Thomas A. Howe as a suitable Officer for this duty and offered him the post referred to in the Colonial Secretary's letter of the 8th July.

Mr Howe has accepted the offer and will be ready to start when required.

Mr. Howe is an Ex-Scholar, Trinity College Dublin, and joined the Royal Irish Constabulary in October 1882. He is a good officer and quite prepared to do hard work in the office which he is now selected to fill temporarily. He thus has nearly 15 years' service.
